What would a reconstructed state constitution look like?

I'm reposting my draft constitution, with some minor edits for grammar. This reconstruction constitution has several heterodox features, including:

  • a unicameral legislature elected by the single transferable vote system of proportional representation (and the selection of the governor and other officers by the legislature);
  • self-enforcing civil rights and liberties, social rights, and economic rights;
  • a judiciary stripped of judicial supremacy and unlimited powers of judicial review, constrained to hearing criminal and civil cases and limited review for the enforcement of individual persons' rights;
  • a statewide public safety agency to replace all local and state police departments and sheriffs offices, subject to stringent restrictions on agents' power and behavior;
  • full recognition of Tribal Nations, their lands and rights, and a requirement for the state government to cooperate with them fully and amiably;
  • a government empowered to rectify wealth and income inequality and social and racial inequity, to build a welfare state and provide adequate public goods, to enforce workers rights, and to bring corporations and business interests under democratic control.
